Development servers have a limit on how many run at once

A team now runs up to 2 development servers at once on Free, 10 on Pro and 25 on Scale; another starts once one goes to sleep, 30 minutes after it was last used. On Free, an app's development server stops waking after 100 awake hours in a month, until the month ends. Dev servers also start only once one of the team's owners or admins has verified their email address. A server held by a limit shows as asleep to visitors, and Logs, Preview and ib-apps dev say which limit held it. Production is never affected, and ib-apps dev --local isn't limited.
