Shopify webhooks are retried, and one busy app no longer holds up others

A synced model's Shopify webhooks now go through the job queue: written a few at a time per store and model, each record's in the order they arrived, and retried when writing one fails, instead of being lost. Every installed store is reconciled each hour, however many there are. The job runner takes each app's jobs in turns, so a big import queued under one key can't hold up anyone else's jobs or webhooks.

A query through the records API or MCP now stops after 15 seconds and says to add an index, and each environment can make 500 calls a second, in bursts of up to 1,000. A development server keeps waking on visits while you've worked on the app in the last 6 hours, and one that keeps failing to start backs off rather than retrying every minute. Cookies an app sets on inferencebureau.app now stay on that app's own address.
