Shopify themes: translation keys, Theme Store readiness, theme blocks and app extensions

Auditor now flags translation keys a pull request adds that aren't in the theme's default locale files, before the storefront shows "translation missing". Theme vendors can turn on Theme Store readiness to check a theme against the Theme Store requirements on every review, and start a team ruleset from the Theme Store template for the ones that need judgement. The deep review also knows how theme blocks (as in Horizon) and theme app extensions behave.

Translation keys are checked in themes and theme app extensions, for `| t` keys and `t:` schema strings, with no model and no charge. When a Thorough review runs Theme Check on a theme, Theme Check reports them instead.

Theme Store readiness lists each requirement as passing or failing in the check run, such as required templates, app blocks in the product sections, lang on <html>, section groups and no Sass or minified files, and comments on changed files that fail one. Turn it on in a repository's overrides.
