Auditor answers replies in its review threads

Reply under an Auditor finding and it answers in the thread: it explains the finding when you ask why, concedes and resolves the thread when your pushback holds up, and keeps the finding when it doesn't, saying why. "Intentional" and "won't fix" dismiss the finding for the pull request, and "leave it open" keeps later reviews from resolving it.

Concessions and intentional patterns are added to the repository's learnings, so the next reviews don't raise them again. Only people with write access can dismiss a finding or keep it open from a reply; anyone can ask.

Each answer is one model call billed like a review, up to four per thread. Turn it off per repository with Answer replies in review threads.
