Budgets for each tag
Cap what a feature or job can spend: tagBudgets gives a tag such as inference-bureau-search a daily and a monthly budget, on the team, a project, an environment or a key. Requests carrying the tag are held against it like any budget; untagged requests are unaffected.
A tag budget applies at the level that sets it, beside every other budget, so a team budget for a tag covers all its projects and a key's covers only that key. A request with several budgeted tags must fit each of them, and one that doesn't returns 402 budget_exceeded naming the tag and the level.
Tag budgets send budget.threshold alerts at the alert percentages of their level, like other budgets. Add and remove them in the new Tag budgets group of the Directives table, as JSON, or with the management API; up to 50 at each level.
