Edit Directives for each environment and key, and set alert thresholds

Open an environment or a key on the Directives page to give it its own budgets, rate limits, allowed models and providers, and data rules, in the same table as the team and project. A new Alerts group sets the budget percentages that send alerts and, for the team, the balance below which a low-balance alert is sent.

An environment or key can only tighten the levels above it. The table shows the ceiling it inherits beside the value it sets and the effective result, and each change is versioned and recorded in the audit log, like team and project changes. Owners and admins edit them.

Budget alert percentages can be set at every level, and a budget follows the most specific level that sets them, so a key's budget can alert at 50% while the team's alerts at 80%. Type none to turn budget alerts off. The low-balance alert is set on the team; it is off until you set it.

Publishing from the table changes only what you edited: settings it does not show, such as routing, are kept.
