Tag requests by feature and see what each costs

Send up to ten tags with the ib-tags header or ib.tags, such as search or summarize. Logs filter with tag = search, usage export and receipts carry them, and the project Overview shows spend by tag. Tags stay with Inference Bureau, so they add nothing to the cost of a request.
